On November 12, the U.S. House of Representatives passed three appropriations bills and a continuing resolution (CR) – a “minibus” – to fund the government and end the shutdown which had persisted since the beginning of October. President Donald Trump signed the package hours later, which officially reopened the government.
But this legislation did not fully fund the government for the rest of the fiscal year. Some departments and agencies received full funding until Sept. 30, 2026, while others merely received extended 2025 funding levels through the end of January 2026.
This creates the possibility of another government shutdown in two months, unless Congress can pass the remaining nine appropriations bills that fund the rest of the government.
Departments and agencies that received funding through the rest of FY2026 include:
- Much of the U.S. Department of Agriculture, including the Agriculture Research Service, Food Safety and Inspection Service, Farm Service Agency, and Food and Drug Administration.
- The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) and Supplemental Nutrition Assistance Program (SNAP).
- The Veterans Health Administration, specifically for mental health programs, telehealth services, veterans’ homelessness programs, and medical and prosthetic research.
- Vocational rehabilitation and employment training for veterans.
- 300 Department of Defense military construction programs, both domestic and international.
- The legislative branch, including the Congressional Budget Office and the Government Accountability Office.
